I will answer this question for the TPS75003 only. If you need to ask a similar question for the TPS3803 and the SN74LVC2GU04 then you will need to create two (2) additional e2e questions, one for each of those devices.
For the TPS75003, I am not sure what you mean about the IC having any FCC markings. ICs typically only have a single top-side marking which is for lot tracing in the event of a warranty claim or return. There may be some exceptions, like WiFi and Bluetooth chips, which are wireless transceivers and need to adhere to strict FCC regulations.
However, the TPS75003 is DC-DC controller (buck switching regulator with external FETs) and does not intentionally emit radio frequency (RF) information. The only FCC marking I can think of that would apply to PMICs would be on the EVMs. The TPS75003EVM-092 has a marking on it, similar to all of our EVMs, which says "For evaluation only; not FCC approved for resale" which applies to the whole PCB, not just the IC. The TPS75003EVM User's Guide also has an "FCC Warning" at the end of the document (page 13), but again this is for the EVM (assembled PCB) and not the IC itself.
Even the Industry Standards page on the Quality & Reliability section of the TI website does not mention the FCC, but it does refer regulatory committees such as ANSI, IEEE, JEDEC and IEC, to name a few.
