Normally we will use the TPS53317 as DDR terminator. From the datasheet, the device can support 1v~6v, refin 0.6~2v. Could you please help explain the reason of 0.6v refin? Whether it’s because the internal amplifier? Thanks.

REFIN is valid when it's higher than 500mV, so technically it can support REFIN below 600mV.
