I finally understand why Vsys is not regulated with no VBUS present

Datasheet 8.3.1.2 "Power up from battery without DC source" says that on power up, if only the battery is present and no DC source then BATFET connects VSYS to BAT.

This means VSYS never gets regulated when there is no VBUS present.

I feel ashamed for understanding this so late

    You are not alone!  SYS is either provided by the buck converter, if VBUS is applied or the battery if not (or both during supplement mode).  Feel free to answer this question on e2e when others ask it.
