Please let me know the reason.
Is it because the 1.5MΩ pull-down resistor has small current and noisy?

ROVP is an high impedance input which is next to a LL pin which is switching and noisy.
It is best to place input pins in states that are certain.
Using resistors to adjust the ROVP threshold on the pin or grounding the pin are the two certain states.
Floating the pin is an indetermine state since noise and the pcb layout may interact
causing the pin to be high or low resulting is unpredictable switching behavior.

I have understood as follows.
Since the adjacent LL pin is noisy, it cannot be held at a stable low by the internal pull-down.
Therefore, it is the best way to set it to Low externally.
