LM2621: Duty Cycle

Our customer is considering using the LM2621 under the following conditions.

Input: 2.7V-4.2V (lithium battery)
Output: 6V-12V / 20mA-400mA

However, when simulating with WEBENCH at an input of 2.7V to 4.2V and an output current of 400mA, "Calculated duty cycle exceeds limit" is displayed when the output voltage is 7V or higher,
and the simulation cannot be performed.

1. The duty cycle is specified in the data sheet as follows, but I would like to know how to calculate the duty cycle in LM2621.

2. I also think that the LM2621 cannot be used with the above specifications,
so I think that TPS61089 is better instead. Can I use it with TPS61089 under the above conditions? (If you have other good devices, please let me know.)
