The BQ2970 has a 0-V battery charge feature, which means that the device will allow charging when the battery voltage is in between 0.75V and 1.7V.

This value is to identify the range for this feature. The function will start when the battery depletes to 1.7V, and stops when the battery reaches the value of 0.75V.

Hi Ian,
If the battery cell is greater than 0.75V, and the charger voltage is greater than 1.7V, the device will charge. Once the battery cell drops below 0.75V, or the charger below 1.7V, then charging will stop.
