TPS82140: (mis)Behavior of EN line on TPS82140

I'm using the TPS82140SILT in a design, and am starting to test out my first board in sections.  I'm seeing strange behavior on the EN pin.   I see the input voltage showing on this pin (1), with a source impedance of about 350 ohms.  I had planned to connect the pin to the processor, but with 12v on this pin, I can't do that.  I also find that if I tie this pin to ground, either with a 2.2k ohm resistor, or with 0 ohms, the output does not turn off.  Tying to ground causes the power supply to draw about 7mA more at 12V.  I tried removing and reinstalling the part, moving it around on the pads, I also removed and replaced the part with a new one, which behaves the same way.

Can anyone offer some advice on what to try next?   I've added some load the output, this still behaves the same way.
