Can 1.35V generated form the TPS65218D0, DC-DC3 for the DDR3L also used for the VTT termination using a potential divider option. Customer is using only one DDR3L chip.

Yes, typically you would have a resistor divider, R1 = R2 = 1kOhm such that 1.35V*1k/(1k + 1k) = 0.675V = VTT
You can tweak the total resistance as needed to supply enough current to the VTT supply of the DDR terminator.
You can also wire this voltage divider in parallel to a DDR Terminator IC (like the TPS51206, for example) in case you need that stronger supply at a later time.
