LM25145: LM25145 Behavior Issue, Need Debugging Help

I recently built a board using the LM25145 IC according to the power designer for 20V in, 1.6V out @10-12A. I soldered everything down and tested it for shorts, wired it up to 12V for testing, and the first thing it does is put out 8V on the output. I figured I did something wrong, rechecked everything, and cannot find the issue. I built a second one from scratch and the same thing happens. I try resoldering the IC with a heat gun to no avail. I checked around and the IC itself is putting out 2-3V on the EN pin which I found extremely odd, I tried a pull-down resistor on it still no fix. FB pin is receiving less than a volt. VCC is putting out around 7 volts. 

I'm guessing I fried these two chips, not exactly sure though, anyone's help would be appreciated.
