It appears that I had replied to your similar post few months back to answer this question and the only change is that your input voltage range has changed now to 9V - 12.6V. So I have modified the calculation accordingly but the calculation methodology is still same as what I had explained earlier.
For 9V-12.6V, I am calculating the resistor R5 to be 5.38K ohm and calculation is as follows:
For BAT+ of 9V, R2 will have a voltage of 0.437V. So R5 should have 0.437V when overall voltage across the whole divider ladder is 1.25V. Since sum of internal resistors is 10K ohm, R5 needs to be 5.38K to provide a divided voltage of 0.437V across it. Since the new voltage range in your application is much compressed compared to the one in you previous post, you may think about adjusting your BAT+ divider to increase this range for a more accurate display.
