Can' charge a battery in TINA when configured as constant charging mode.

The TINA simulation you have provided uses a fixed voltage source as the "battery". Yes, I realize that in TINA it is labeled as a "battery" however you can think of this Spice element as a fully charged battery, with nearly zero source impedance, that is feeding voltage back into the linear regulator. What you need instead is a circuit that models or approximates your real world battery. There are many battery chemistries available so you will need to research the right model for your particular battery chemistry.
