Input and output capacitors are 1.0uF are possible ?

It must 0.33uF for input and 0.1uF for output ?

The circuit 5v load is about 20mA.

    Yes you can use UA78L05 with input and output caps of 1uF. 

    While this LDO can be used with no input or output capacitor the transient performance is improved by having some input and output capacitance which is why the datasheet recommends (but does not require) the input cap to be 0.33uF and the output cap to be 0.1uF.

    I want use it input voltage 24V.

    The data sheet shows 30V maximum and recommend 20V.

    I wouldn't recommend it since you'd be operating beyond the EC Table specs and so none of the performance specs would technically apply to your use case. This is an old device which we have limited information on so you'd need to test it out to see if it meets your needs. 

    What about a more modern LDO like the TPS7B81 which is designed to be operated up to 40V DC. Below is a spec comparison table comparing the two devices.
