Can I ask you what is your goal?

Do you want the device to start switching as soon as possible after VIN as been supplied, or do you want to obtain a fixed delay between input/output waveforms? 

Understanding your goal would allow me to give you better indications on the possible implementation. 

To answer your questions, it would be also useful if you could share the time scale (at least what would you like to achieve) of your reference time diagram.
