BQ24210: BQ24210 query

The customer designed the schematic with bq24210, and find the follow query.

1, EN pin tie to PG, BAT connect 4.2V, ISET the charging current 390mA, without load and supply the power to VBUS, the battery voltage <3.6V,  

but the charging current only 100mA, can't reach 390mA, charging the battery voltage to 3.6V, the charging current reduced to 1mA.

2, When the VBUS is connected to the solar panel, VDPM is set to 5V.

When the output power of the solar panel is low in weak sunlight or natural light, use oscilloscope capture the EN pin waveform, the EN pin jumps high and low.

At this time, the battery goes to the chip through the BAT pin the internal sink current is 20-30μA. How to avoid this phenomenon?

Please give some suggestions about this phenomenon.

    Is the solar panel able to provide a sufficient current? If the configured charge current is 390 mA, the solar panel must be able to provide this current. 

    At this time, the battery goes to the chip through the BAT pin the internal sink current is 20-30μA. How to avoid this phenomenon?

    This could be due to the EN pin being tied to the /PG pin. If the voltage is dropping, the /PG pin no longer sees a valid input and so the EN  pin may fluctuate. If no control over charge is required, the pin can simply be pulled to groudn.
