Can customer flash and read TPS65217 only provided input voltage?

Can you provide more details on your use-case? From the schematic you uploaded, it is not recommended to leave all of those outputs NC. You can find a suggested schematic review checklist here as well.

The application is PROGRAMMER tooling for TPS65217, customer provide PROGRAMMER services for our TPS65217 customers.

Do they still need connect output pins?

Hi Eddie,

The TPS65217 can be powered up with nothing connected to the outputs only if all the regulators are disabled.

For further clarification, the TPS65217 will turn off after 5s if the PWN_EN pin is not set high. During WAIT_PWR_EN state, LDO1 will be ON and all other rails will be off. While it is possible to re-program the device within this 5s window, it would have to be an automated process.
