LM3488: DR Line Stuck High

We are using an LM3488 in a boost application. Vin ranges from 6V to 12.6V and we want Vout to be 25V with a max current of 0.5A. We used the Webench for the design and got the following:

Currently the board is hooked up to a benchtop supply set at 12V. There is no load on the output of the LM3488 at this time either.

When the board is turned on the benchtop supply current limits and this in turn drags down the voltage. The voltage drops to ~4V. It looks like the DR pin is stuck high, there is no switching activity happening. 

Some measurements that were taken at various pins are as follows:

Vfb = 0.18V

Vcomp = 2.18V

Vfa = 0.69V

Any ideas as to what could be causing this issue would be appreciated.
