BQ24650: Maximum Charge Current Problem

I implemented this part as in the attached schematic page to charge a lead acid battery

I selected the battery current sense resistor to be 0.004 ohms for an expected charge current of 10A but am only getting up to 5A.

The circuit does not properly regulate the voltage across the solar array. I chose the values of the resistors on MPPTSET to get an expected MPP regulation voltage of 17.8v. I get about 17v across the panel in full shade but this voltage increases to the open circuit voltage of about 21v in full sunlight. which is way above the ideal MPPT voltage. 

In addition to this, I need a way to reduce the precharge phase to allow full charging of a battery that is down to about 6 volts.

I have opened a parallel case for this issue in another thread. I found an appnote SLVA473 that describes a diode clamping circuit that partially disables the precharge phase but was told that I should not implement it.
