Although I understand that technically the circuit should be designed to not exceed the max operating junction temperature anyway, why would the thermal shutdown circuit have a threshold so much higher??? Won't the device be damaged at that point?

Extended operation at high temperature will degrade the lifetime of the part. The device should not become damaged at around 180C but the operating lifetime of the device will be degraded if operating above 105C for extended periods of time.
You are correct that this temperature difference is on the larger side compared to other devices but it comes with the benefit of more margin during high-temp transient conditions or other high-temp operation.
