TPS63802: Tps63802 problem

I use Tps63802 with BC92 GSM modem. But if the current consumption of the modem exceeds 0.4A, there is a voltage drop at the Tps63802  output and the modem restarts. Please tell me what the problem might be.

input voltage 3.5V-3.6V. Powered the device from a 3A power source and batteries. Anyway, there is a voltage drop of about 2V. If the input voltage is more than 3.6V, the device works correctly. When the supply voltage is more than 3.6V, then the modem at its peak consumes less than 400mA. If the current consumption is approximately 400mA, then a voltage drop occurs. I can't show the output voltage because dsds burned the modem for me = ((Changing the operating mode can help the situation? There are modem capacitors near the output from dsds, as in the diagram

yellow is the input voltage + 3.2V

green is the output voltage + 3.8V
