The C is a datum plane for the geometric tolerances. Both the coplanarity tolerance for the pins and the true position tolerance for the pins.
The 0.08 is the coplanarity tolerance zone as measured from the datum plane. Example of coplanarity below.
The true position tolerance is trickier to explain. See the following link.
