TPS62135: Power Good questions

Can someone tell me if this part will detect when input power has been removed from the part?

I assumed from reading the datasheet that I could BUT it doesn't seem so. 

Per Datasheet:

"PG is low when the device is turned off due to EN, UVLO or thermal shutdown, so it can be used to actively discharge Vout. "

Seems UVLO does not mean you can go all the way down to 0V (or power input removal), as the pullup on PG (which is required given PG is open collector) snaps high and signals to a micro-controller that all is good.  

My pullup is tied to a 3.3V linear regulator which is diode OR'ed with a battery source so it never goes away even after supply is removed from buck converter.
