    Hi,

    There aren't any glaring issues with the schematic you provided that would prevent VOUT from coming online. We will need some more information to help out with this.

    Would you be able to provide us with oscilloscope waveforms showing VIN, EN, PH, and VOUT during startup? It would also be helpful to get pictures of your layout and some description about how you are measuring it.
