BQ25896: Charge Voltage Limit exceeded significantly

We are trying to use this charger in a system that also has the BQ29706, which has an OVP cutoff of 3.85V. This basically didn't allow the battery to charge at all, since the charge voltage exceeded the OVP cutoff. However, even after setting the charge voltage limit to 3.84V (writing 0s to REG06 bits 7:2), we are still seeing charging attempts at 4.2V before the BQ29706 cuts it off again. The watchdog timer is disabled before we set this configuration and we do not turn it back on, and reading back REG06 verifies that the correct settings are there. Is there something else required to get the voltage limit to hold?
