When the datasheet of this IC is looked, the input range is 3V-17V whereas the output voltage 0,9V-6V and the output voltage can be adjusted with resistor placed in pin of the IC. There is a question about this conversion. this IC is buck or boost converter? So, does 5V can be produced during either 3V input is supplied or 7V is supplied? I think there is no information against this idea instead of the fact that "step-down converter" is written. IN other words, does VFB(voltage of the feedback pins of IC)  give a constant value as the input voltage range is 3V-17V?

    TPS82140 is a step down buck converter. It can produce 5V from 7V supplied. The VFB gives a constant 0.8V voltage as in input voltage range is 3V to 17V.

    So, if the input range between (3v-17v) is applied, the voltage value is constant and equals to 0.8V, the higher voltage value than the given input voltage can be obtained by using voltage division method by using FB pin of the IC. Thus, IC can be a boost converter,too. And example, Vın=3V --> Vfb= 0.8V and by proper resistors, Vout = 3.3V.

    TPS82140 is step down buck converter only and can not be boost converter. If you want to boost output voltage, you need to find a boost converter.
