we are ready to sign NDAwith texas instruments but unless we get pin details of ic how can we design our own board

I'm not able to share the datasheet through E2E, nor can I help with NDA requests through E2E. TI customer support may be able to assist you further with the NDA.

I sent my request to download the datasheet. But did not approved yet. 

Please let me know the standard procedure to sign the NDA. 

Also with whom I need to talk with for NDA??
