TPS65021 - DC/DC converter discontinuous mode?

I'm using TPS65021 and I'm having trouble with VDCDC1. VDCDC2/3 are working as expected.

When I measure Vout at VDCDC1, it is very close to my Vin value (~5v) and I can't see any switching on L2. The current draw on this rail is quite small, so I tried adding a load resistor to increase the current draw on VDCDC1. This corrected the problem (I see Vout = 3.3v and switching on the inductor with a duty cycle of 0.67).

Is it safe to assume VDCDC1 was working in discontinuous mode (due to my small current draw), and, that the 'fix' for this problem is to ensure sufficient current draw on this rail?

Can you comment on the load current required to keep the DCDC converters out of discontinuous mode? I think I overestimated my current requirements on this rail, and I may be running much cooler than planned.
