I noticed that on the PMP8896 TI design, optocouplers were used instead of TI capacitive couplers like ISO7421. Is there a reason these parts were ruled out, or were they just not considered for the design?

The U3 optocoupler used on PMP8896 is part of the linear feedback control loop regulating the output voltage. For sending digital signals across the isolation boundary (if required by the design), the ISO parts could be used.
