I built a 12-5V regulator using the schematic and parts given on Webench, there is no output. Any suggestion how to proceed?

You should compare your schematic and PCB layout to the D/S recommendations. You can also post them here.

The schematic and the BOM are identical to Webench. I don't know how to post a pdf file. I emailed the schematic page for TPS54331 and TPS62153 to john Tucker, I can email it to you too

Your VOS pin does not connect to Vout.

Yes, it must. Webench should connect it as well.
Please read the datasheet of any parts you work with to make sure that you understand how the part works and how to best use it.
