BQ76PL536EVM-3 isolated comm interface doesn't get 5V and GUI cannot find devices?

Hopefully someone smarter than I can answer this.

I just powered up by eval board for the first time and can read 21.8VDC across TP1-TP2 (Cell 1 to Cell 6) using standard 18650 NMC cells.  I expected the supplied USB comm (Ardvark with all of the driver correctly installed and verification through device manager that the device is working properly) to connect through the GUI just fine, as the user manual suggests.  I get the error "There were no devices found." which is odd because I should have a perfectly new board that just got power for the first time.  

I double checked that I took out the jumpers (JP1-6) and have JP20 set for USB and JP19 set for 3.3VDC.

I checked the voltage across TP-AGND to any other isolated comm TP (5VOUT/5VIN) and get almost nothing (~.6V) which leads me to believe that the comm isnt getting the 5V it needs to successfully communicate.  This is a loose hypothesis based on never seeing this board before and reading about it for the first time.  I really hope that this board didnt get shipped with a bad component?  

What diagnostics can I do? What are some troubleshooting tricks? I can post a picture of the set up if necessary, just ask for any detail that has yet to be included...
