TPS62172: Output only voltage applied

Hi,

I am considering the operation of TPS 62172 and TPS 62173.
I am considering the following situation.
This is a situation where voltage is applied to the output even when the input voltage is 0 V.
PGND = AGND = FB = VIN = EN = 0 V
PG = OPEN
SW = VOS = 5 V and 3.3 V

Is the above operation possible?
I think that there is a possibility that the device will generate heat as current flows through the parasitic diode of TOPFET.
Also, since VOS is an input pin, I think there is a possibility that latchup will occur, is it correct?
