PMP8286: Intermittent charging of a plugged in USB device

I am using the reference design exactly as it is presented, I had the PWBs fabricated, and have procured all of the parts as defined in your Bills of Material.  I have built 4 sets of the USB charging cube and all 4 of them are doing the exact same thing.  Each of them will charge the USB device for about a second, stop charging for about 3 to 10 seconds, and then repeat the cycle.  I am not sure what to do, I was expecting that the circuit would power up and operate as defined.

    Thanks for your interest in TI here.

    I have just a few questions to help clarify the status:

    1) have you verified the output of just the AC/DC works well? Are you getting 5v at it's output well regulated (input of the TPS2511)? Maybe try testing without load and even removing TPS2511 and then just loading the AC/DC directly at the output caps for the UCC28700 device.

    2) what are you using as a load exactly? Can you provide a picture of your test setup?
