Takahiro-san,

TPS54060A is a 0.5A device. You will need a higher-current device to get 1A out.

The slva317b app note shows TPS54060A with VIN=24V, VOUT=-12V. The efficiency is 90% at 350mA.

The loading capability of a buck converter in an inverting buck-boost configuration can be estimated by
Iout-inverting-max = Iout-buck-max * VIN / ( VIN + |VOUT| )
The actual max load current will be less than above equation due to power loss in the circuit.

For your condition, a minimum of 1.5A rated buck converter is needed.

I would recommend LM46002 60V, 2A buck converter: www.ti.com/.../description

For 12VIN, -5VOUT, 0.25AOUT: Using the information provided in earlier messages, you can expect around 85%-90% but this will rely on other factors such as switching frequency, layout, other component selection...
