BQ25100EVM-654: Question about manual

Currently, I have Battery Charge Solution for Single-Cell Li-Ion Battery-Powered Systems Evaluation Module. I tried to figure out how to use it. I have question in the test procedure in user guide. In the output side in test procedure, it says that put a battery load with a voltage source and connect the battery load to the voltage source. I want to know why we need a voltage source? Is the test procedure trying to show how to charge? or show something else?  If it is not showing how to charge a buttery, could you tell me how to use it to charge a battery

    To evaluate the device / EVM a battery simulator is very helpful, battery voltage can be adjusted over the expected battery operating range. A battery can be used also but it is less flexible for evaluation.
    To simulate a battery you will need a combination of load and voltage source. The users guide figure 2 shows a circuit that can be used. Also a source meter such as the Keithley 2420 can be used.
