BQ24232: Votage in BAT pin is not stable when leave BAT pin at No connect state

Hello,

I am developing a project on BQ24232. I am using  CURRENT SHUNT MONITOR (INA216A3) to get value of charger current. When installing battery into BAT pin, it works very well. 

But when I remove the battery from BAT pin, the voltage in BAT pin is not stable (it's random value as 1.2, 2.3, 4.2,...). So the current monitor show random value too (2ma to 15mA). 

What is the problem with my design?
