Question:

Why the pin-Sense is only 0.8V instead of 1.226V(threshold voltage) when the pin-RESET drops to 0 ?

You are correct, the negative going threshold voltage is 1.226V on the sense pin. The reason the SENSE pin is only 0.8V when the reset occurs is because VDD is falling and is below the recommended minimum. VDD must be above 1.3V for the voltage levels to maintain their spec.
