TPS7A7200: Thermal pad connection: Ground or floating

I have a question about the interpretation of this line in the datasheet (page 4, bottom):

'Thermal Pad - TI Strongly recommends connecting the thermal pad to a large-area ground plane. If available, connect to an electrically-floating, dedicated thermal plane to the thermal pad as well'.

Does this mean that I should always connect it to ground, or leave it floating if I have a floating plane available?

I find the wording of the electrically-floating plane a bit confusing - if I connect both a electrically floating and a ground plane to the pad, my electrically floating plane will no longer be electrically floating, but just another ground plane.
