we can measure cell voltage of cell using bq76925  with out using msp430

please tell the methods

    Yes, you can measure cell voltage without the MSP430, but a MCU is a common method in a circuit. The MSP430 is a good MCU of course but others can be used.
    If you are in a laboratory environment you could use a computer with I2C interface to send commands to the bq76925 to select the cell output, then measure with a voltmeter. Read and apply correction for the cell if desired.
    That is the basic operation required: Send commands to select the cell to be output, measure and convert the output, read and apply correction from the stored calibration if desired.
