p.5 states "There is an internal electrical connection between the exposed thermal pad and the VSS pin of the device" I'm finding this is not true. Continuity check between VSS pin 3 and thermal pad shows open. Please clarify.

Ok, no problem. I didn't start on PCB layout yet and I know I will be connecting these two pins on one copper pad but wanted to know if these are internally connected or not.
