hello i designed this schematic but it doesn't work, in pcb i made it 4 layers with a plane for BAT- and another Plane for GND, i don't if is there were the problem comes.

there's no voltage on P-power + and GND

Did you tie your GND nets? Please refer to section 9.1 in the ds.

what do you mean if i tied my GND ?
it's connected to BAT- through R10. or should make same unique net GND for BAT- and GND ?

I believe the nets should be isolated and only connected with a net tie. The reason is to isolate the high power GND which is BAT- from the lower power GND to prevent noise issues.
