Hello i was looking over the web a solution for 7 cell series with cell balancing function, i found out BQ2980 supports only up to 5 cell, is there any other solution for 7 cell ?(no MCU)

In datasheet it says no monitoring that mean it can't communicate bettery level to the host MCU?

The BQ77915 is not programmable, but there are multiple options that are configurable using the pins. The datasheet explains these in detail.
If you are looking for a device that can communicate the battery level to an MCU, the part you need is the BQ76930. It is a battery monitor with protections and cell balancing, but it also reports cell voltages, current, and temperature to an MCU or to the BQ78350 (companion controller that can be used instead of an MCU).
