Thanks for reaching out on E2E!
The standby current is specified as the leakage current that enters the input pin that isn't powering the device. For example, the leakage current entering IN2 when IN1 is powering the output of the device.
You can measure this value by connecting a power supply to the secondary rail and measuring the leakage current. If you're looking for a device with a lower leakage current, the TPS2215A could also work for this 5V application.
