TPS7A16: TPS7A1601 Power Good Operation

We have been searching for an LDO with a PG signal recently to control an enable pin on an ideal diode. The idea being that if we lose Vout from the LDO the PG signal changes turning on the diode. Where we are stuck is with what happens if power is lost entirely to the LDO? There is a graph in the datasheet which implies that the PG signal will only function properly if there is at least 1V on the Vin pin, but it is not entirely clear. I assume that at least 1V is required to turn on the fet shown in the block diagram to take the signal low, just looking for confirmation. What state can we expect the PG pin to be in if we lose power to the LDO entirely?
