BQ2970: How to configure voltage thresholds

I plan to use BQ2970x to monitor a single cell Lithium ion battery, but I am not sure how to configure the overcharge and over-discharge thresholds. The DS mentions that the thresholds are programmable but I'm not sure whether or not the thresholds are set by the input voltage or anything else. Thanks in advance.

    The settings of the BQ2970 family are factory programmed here at TI. They cannot be changed once they are configured. At this time, we are not making any more versions of the BQ2970. If you do not find a configuration that will work for your application, you can check our BQ2980 datasheet. It is also a single cell protector, but it uses high side FETs and a sense resistor for higher accuracy. Here is the datasheet:
