I would like to know what is the minimum turn ON time for the regulator when input is applied to the Vin. pin.

In the plots below, dark blue is the input voltage and light blue is the output voltage.
The first plot was taken with a slower rise time on the input, and the second plot was captured with a fast rise time on the input.
