TPS61032: Problem with overheat and low output voltage

Hi,
I having problem with power supply, which for inputs from 1.8 - 2.8 V from battery should generate 5V on output.
Currently I don't have load on output, I just measured voltage there, which was around 1.5V and circuit TPS61032RSAR started overheated, current on input was 440mA. I tested thoroughly all 16 pins, there was not a issue. Can some please look into, not sure, what I'm doing wrong. I attached schematic, regarding L1, DCR is 17mOhm, 12 A (I overshoot it, since I'm expecting max 1.5A, just to be save). C23 is Tantalum, 6.3V, resistance 35mOhms. Thx4113.Schematic.pdf
