Looking at the schematic, there is a lot going on in terms of what turns ON and off during detection/class etc.
Since the failure right now is TPS2372 is not turning ON, it is probably failing detection. Can you make sure the 25k resistor opto is ON, also the 10uF input cap opto is OFF, and 14.7k resistor opto is OFF? If these are incorrect, I can see how it would fail detection.
As a side note, you can order the TPS23881EVM and it has a GUI that can tell you what is failing (like if detection is failing).

Now we have a problem.
The waveform is dual signature. By this waveform we can find out on TPS2372 can be classified well but the other one is fail.
Through the PSE debug message, it shows one is class 5 and another one is class 0.
But if 2 PD total power is less than 20W, both of 2 PD can be classified to class 5.
Should we change Rcls or there is another problem?
