Hello,

I tried to do this in Webench but it appears the part is too new. At a high level I'm looking for a low cost boost converter to go from 3x 'C' cells with a total voltage of 3.3V - 4.5V to drive a small motor at 6V, 0.4A. What components do I use with the TLV61048?

    As your application is  lower Vout and smaller load current. You could choose 16V or 10V rate capacitance, but make sure there is enough effective capacitance with DC-bias factor. For inductance, the current capability could be little smaller but take care about the current during the startup. For the diode,  16V 1A should be ok.

    Above is just recommendation, you still need to verify for your application and to check if it meet your requirements.
