TPS54160 is guaranteed to be disabled if EN is below 0.3 V. It is guaranteed to be enabled if EN is above 0.9 V. Your resistor divider will have 0.295 V at EN when VIN = 5 V. It will remain off. TPS62160 does not have a precision enable circuit that is programmable with respect to VIN.
