Yes, pin9 (PWMCNTL) of the UCC28063 can be left floating (unconnected) if this feature is not used.
It does not require any pull-up or pull-down resistor on this pin for the IC to function.
If someone wishes to observe signal toggling of this pin, for whatever reason even if the PWMCNTL function is unused, I recommend to apply a high-resistance pull-up to VDD, on order of 1Megohm or so, to avoid any significant loading of the VDD rail.
