Can two BQ25713s operate together in OTG mode at the same time to a single vbus?

    I don't understand the application here? When VBUS is present, you are not in OTG mode. OTG mode takes it's input from the battery.

  • It's essentially to be a USB power bank but with two independent batteries for reasons (and they cannot be directly paralleled because they may be at different levels of  initialcharge)

    So will the Type-C connector also provide the input power to the charger through the PD-controller correct? You will need this side to charge. 

    You will likely need some OR-ing controller or power mux to do what you want to do. The OTG output of each charge controller is separate from the other and there is no means through the charge controller to perform current sharing. As such, each output will have a regulation voltage slightly different from the other.

    You would need to isolate each one. One caveat of this function is a potential for one battery to be depleted entirely ifs OTG output is the selected priority of the OR'ing circuit.
